If I launch KWeather within Plasma Mobile I have no possiblility to refresh the
weather information. Reason is that the Refresh button is disabled:

So it is intended to not show the refresh button, but there is no possibility
to trigger the refresh :( Properly mobile should show a bar with the Refresh
button, possible this broke with some kirigami update.

If I launch KWeather within a normal Plasma desktop I can refresh the weather
information.
