Thank you for this feature request!

It does sound like a reasonable suggestion, and I've wanted something in the
middle of lowest and second lowest myself.

A better approach to achieve this might be to have the scale in perceptual
space, rather than absolute space, so that the changes correspond more closely
to their effect on human perception; see bug 448459.

Moving to the powerdevil component, which handles changing screen brightness.
