sounds like your systemd may be having trouble.

run

`sudo systemctl log-level debug`

then run 

`journalctl -f > /tmp/journallog`

then try to start something

then attach the file /tmp/journallog to this bug report.

Also you could run 

`QT_LOGGING_RULES="org.kde.*=true;kf*=true" kioclient exec
https://kde.org/reusable-assets/home-blur.jpg`

and attach its output.
