Similar issue. System details below.

For me I can cause this "systray" popup menu behavior both when clicking on a
window maximize button OR also when clicking on the 'maximize" button on a
window that is already maximized (i.e. it reverts to normal size). Similar
behavior when using keyboard shortcuts to maximize a window or revert it to
normal size. It appears the only way to fix this incorrect popup size is to
place the mouse on the little tiny square, window resize cursor appears, then
click and drag to resize.
