I have tried "context menu -> Icons -> Locked", but the icons still got
rearranged horizontally anyway.

Graphics Platform: Wayland
Graphics Processor: Mesa Intel® Arc

The sizes/scaling values of the two monitors are different; and the main
monitor's scaling is 160%.
