STEPS TO REPRODUCE
1. Drag Sepia effect to track header
2. Try to delete the effect
3. 

OBSERVED RESULT
Sepia effect won't delete from the track

EXPECTED RESULT
Deletion of the Sepia effect

ADDITIONAL INFORMATION
I accidentally placed track effects that I did not intend. I could disable them
individually but it would be cleaner if I can just delete them.
