STEPS TO REPRODUCE
1. System settings > notifications > Application-specific-settings > Plasma
Workspace > Configure Events:
Configure Wastebin:emptied to enable popup message and/or play a sound
2. Empty Wastebin
3. 

OBSERVED RESULT
No sound, nor pop up

EXPECTED RESULT
Sound or popup should appear when enabled
