SUMMARY
KWin stops rendering anything on the screen and locks into 48 FPS when running
any GPU-intensive applications fullscreen. Critical because reliably
reproducible and affects everyday activities.

STEPS TO REPRODUCE
1. Start application
2. Expand it to fullscreen

OBSERVED RESULT
KWin doesn't render anything, but sound is present, and system is responsive
via SSH. amdpu_top shows 0% utilization.

EXPECTED RESULT
Stuff works as expected
