Can confirm this also does not Autostart on login for me if I have "Autostart
on login" checked off. Yet the "Enable RDP server" is not toggled ON. It is
OFF. 

Using Plasma version 6.1.1
Frameworks version: 6.3.0
QT Version: 6.7.1
Kernel Version: 6.9.7-200.fc40.x86_64 (64-bit)
Graphics: Wayland
