If you have a multiple desktop workstation, any time you select and drag icons
from one desktop to another they get transposed into a single line and placed
at an offset from where they were dropped. Moving them back does not restore
their original arrangement, only transposes them again.
STEPS TO REPRODUCE
1. Have more than one desktop
2. Arrange 2 or more desktop icons into a square
2. Select and drag those icons across the dividing line between desktops
3. Observe how they change orientation
OBSERVED RESULT
The icons are sorted into a single line and then transposed.
EXPECTED RESULT
The icons' arrangement after being dropped should match their arrangement
before.

ADDITIONAL INFORMATION
This behaviour appears similar to what I see with #86514 (ALL desktop icons are
jumbled into a single line when adding/removing monitors)
