That's because it doesn't time out in the normal way; the idea is to make it
stay on screen until acknowledged. The issue here is that it in fact *does*
time out, just after 1 minute, rather than a few seconds. That's bypassing the
normal timeout mechanism because plasmashell is manually deleting it.

We should get rid of this one-minute timeout; it's confusing. I recall filing a
bug report about this years ago too.
