Hi - do you find that the favicons are not updated if it's a link that ends up
leading to a different URL? I'm wondering if that might have something to do
with it?

I could reproduce favicons not updating if it was a link that redirected to a
different end URL, but when I tested out importing my bookmarks HTML file, the
favicon would reliably update within about a minute of navigating to the site
*if* the URL didn't change during navigation.
