Very interesting, thanks for walking through - didn't think to even try that
there!

I wonder if somehow the change here -
https://invent.kde.org/system/kio-admin/-/commit/a61396a81fccb6191f2fa21f592ba5a097007345
- has something to do with issues around certain actions where the directory
path is only "/"? But I'm definitely no expert there.
