Looking at the screenshot, this is clearly an integration problem. Perhaps
you're missing plasma-integration, or perhaps you're using qt5ct (which
shouldn't be used). Maybe you're missing breeze-icons. Could be any number of
things. But seems that you've assembled your system from bits and pieces, which
means you're responsible for making sure all the integration gets done
properly. Good luck!

If fixing this proves impossible, I'd recommend using a KDE-focused distro
whose job is to do all this work for you. If you've soured on Neon, some other
good options are Fedora KDE and Kubuntu.
