STEPS TO REPRODUCE
1. Fedora Rawhide on x86_64 running the K Desktop (KDE) version 5.27 (latest;
current as of 20 October 2023 for this OS)
2. most up-to-date packages upgrade with $ sudo dnf upgrade # runs dnf-3
3. kf5-kwallet Version 5.111.0; Release 4.fc40
(kf5-kwallet-4.111.0-4.fc40.src.rpm)
4. kwalletmanager Version 23.08.2; Release 11.fc40
(kwalletmanager5-23.08.2-1.fc40.src.rpm)
5. reboot
OBSERVED RESULT
1. get KWallet pop-up, but never did prior to 20 October 2023; OS always
remembered the WiFi credentials
EXPECTED RESULT
2. KWallet should be remembering the WiFi credentials and not be asking each
time for the secrets

ADDITIONAL INFORMATION
I uninstalled and then re-installed kwallet. It did not correct the issue. I
also opened kwalletmanager and was greeted with a notice that the service was
not enabled. I clicked "Yes" to enable it. I then shutdown and restarted the
machine. Still I am getting the pop-up asking for a password (the user's
password) to open the wallet to find the credentials for joining the WiFi
network. I have not changed the network settings in the router. Another
machine running siduction KDE is also upgraded to latest packages and is not
exhibiting this behavior.
A duplicate bug report might be 473701.
