SUMMARY
Focus is jumping between UI elements with "Tab" key in incorrect order.


STEPS TO REPRODUCE
1. Open "Start" menu
2. Right-Click any program
3. Choose "Edit Application..."
4a. In "General" tab use the "Tab" key to navigate
4b. In "Application" tab use the "Tab" key to navigate
4c. Navigate with "Tab" through "OK" and "Cancel" buttons to the top of the
window


OBSERVED RESULT
In "General" tab the focus jumps from "Icon", to "Change", then to "Program
Name Text Field"

In "Application" tab the focus jumps (starting from Program Field) ... to
"Browse" -> "Work path:" text field -> "Open file dialog" button, and only then
it jumps back to "Arguments:" text field

In any tab, navigating thorugh the "Ok" -> "Cancel" buttons wraps then back to
"OK", and only then jumps back to the top of the window.

EXPECTED RESULT
It is intuitively expected that the "Tab" key would move the Focus along UI
Elements in the order they visually appear in the UI.
