Current launch feedback settings

Currently, the launch feedback is placed under Appearance/Cursors settings
page. Since it works just like any other desktop effect, it should be placed
under Workspace Behaviour/Desktop Effects.
That way it would also allow us to install other launch feedback animations if
we don't like the default ones.
The task manager feedback can be implemented separately by the task manager
plasmoid(s).
