Sorry, I'm not like the average arch expert :) It turns out i didn't even have
either gstreamer-vaapi or libva-intel-driver installed.  

Just to make sure, i installed them both and retested: gif media playback
worked better but as soon as i scrolled past it in the timeline the same freeze
happened.
