STEPS TO REPRODUCE
1.  Update kernel to 6.3.4-1
2.  The shortcut keys will stop

ADDITIONAL INFORMATION
After putting English layout into the bottom of the list -> safe -> then put
English keyboard layout on the top, the problem dissapear and all previously
configured shorcuts works well again
