Additional info about the panel behaviour with the mouse and why it should be
an option (opt-out option)

My (and probably others) expected behaviour was "fixed" and removed for this
user (and probably others): https://bugs.kde.org/show_bug.cgi?id=398439

It is the default behaviour when the panel is on auto-hide, which is why it
should be an opt-out to remove the mouse triggering the panel showing.
