Looks like a downstream packaging issue after all: plasma-pk-updates requires
Solid/Power:

/builddir/build/BUILD/plasma-pk-updates-0.3.2/src/declarative/pkupdates.cpp:30:10:
fatal error: Solid/Power: No such file or directory
   30 | #include <Solid/Power>
      |          ^~~~~~~~~~~~~

which was disabled by:
