There was no "default" sub-directory below "/usr/share/icons/", creating that
sub-directory together with "index.theme" containing the section you indicated,
does indeed "fix" the problem.

I, (and my users) are most grateful to you :)

Could there possibly be unintended consequences to adding that? (At the moment
I don't see any).
