Sweeper seems to remember both its windows size and position on the desktop
when closing and re-opening the application and after restarting the machine -
tested on KDE Neon Unstable / Developer, latest build today 08th April 2022.

 Would the reporter of the bug please check and close the bug if it is fixed?
