I seem to be having the same issue now in plasma version 5.21.3 on arch. I'm
not sure it was always like this. I'm pretty sure it wasn't. I changed the
component to kwin because this doesn't just affect breeze, I tried with
kvantum, lightly, and the adwaita widget styles as well. Like the video that
andy provided shows. The issue goes away after moving the window. This problem
does not just occur when using the shorcut. You could toggle the border using
just the mouse or via a kwinscript and the result would be the same. Since I'm
pretty sure this wasn't always happening. It may be that an update caused a
regression somewhere.
