This isn't a steam,Discord problem,cause if you set autoscroll manually in
xinput,then it works in those programs.
And it would make no sense to report this to all the programs that support
autoscroll if you set xinput correct.
If Kde Mouse options would have an option to enable that,it would work on all
of them.
