SUMMARY
If I hover over an action button for a widget, there is no visible text in the
tooltip. All I see is a bubble.

STEPS TO REPRODUCE
1. Switch to Oxygen theme
2. Add a widget
3. Activate widget menu
4. Hover over widget menu button.

OBSERVED RESULT
Tooltip without text

EXPECTED RESULT
Tooltip with text
