SUMMARY
keyboard layout changes when clicking on the taskbar (not on the indicator)


STEPS TO REPRODUCE
1. Configure at least two keyboard layouts and set switch policy to global,
enable keyboard indicator
2. Switch from 1st to 2nd and back to first by clicking on 
3. Click somewhere else on the taskbar

OBSERVED RESULT

The keyboard layout switches from 1st to second on click.

EXPECTED RESULT

No changes to the keyboard layout.

ADDITIONAL INFORMATION

The unexpected change always happend from 1st to 2nd layout i never experienced
it in the other direction.
It is not always reproducable, but after switching the layout by click it
happens quite often
