Steps to reproduce:
* Set the default application to open .html to Kwrite (System Settings ->
Applications -> File Associations -> text -> html).
* Put Konqueror as the 2nd priority application to open .html files.
* Download some .html file.
* Right-click the .html file, select "Open With" -> "Konqueror".

Expected behavior: should open the file in Konqueror.

Actual behavior: opens the file in Kwrite, launches a Konqueror instance with
empty address.

Setup: KDE plasma 5.14.5, running on debian buster.
