For me track mouse effect works just fine.

Please provide the output of:
qdbus org.kde.KWin /KWin supportInformation

For what is worth I wouldn't trust Devuan to be a distribution providing a
workable desktop. Removing a core component of Debian and then thinkin that
everything still works is rather naive.
