That's a KDE3 tool, which will not work with Plasma 5 that uses the standard
.config directories instead of .kde3.

Please ask on the plasma-devel list how to configure restrictions. Some
restrictions may work differently, or are not ported yet. Your use cases could
improve kiosk support in Plasma 5.
