I must confess I was using the "Keyboard" applet although when accessing as you
mention above using systemsettings5 the settings are identical - i.e. the
correct layout is displayed.

FWIW I noticed that during the install process - this is a clean install of
OpenSUSE Tumbleweed with KDE as the default - that despite choosing the correct
keyboard layout, the English US layout was applied.
