When comparing a possible duplicate bug report, clicking on the "Suggest this
crash is related" button does nothing.

Reproducible: Always

Steps to Reproduce:
1. Crash some application
2. Continue until the possible bug reports page
3. Select a report and open it
4. Click on the Suggest button

Actual Results:  
The button doesn't do anything

Expected Results:  
Whatever it did before.. (Open a dialog to report a dup or attach information
to the existing bug?)
