If we open windows manager and desktop effects the desktop effects windows
freezes

Reproducible: Always

Steps to Reproduce:
Open a window.
Right click title bar "More Actions" > "Windows Manager Settings" and leave it
open
Next open System Settings click in "Desktop Behavior" > "Desktop Effects"

Actual Results:  
The System Settings windows freezes for around 30 to 60 seconds

Expected Results:  
The System Settings windows shouldn't freeze
