I have the same problem: increasing "Mouse wheel scrolls by" does not seem to
have any effect.

I'm using Kubuntu 14.04 LTS.
KDELibs Version: 4.13.3
Qt Version: 4.8.6
Kernel Version: 3.16.0-38-generic
OS-Type: 64-bit

Also, I can't find these two files:
~/.config/kdeglobals and ~/.kde4/share/config/kdeglobals
