I want to change the color shades for all icons in the panel, but icon effects
doesn't apply.


Reproducible: Always

Steps to Reproduce:
1. Systemsettings -> Application Appearance -> Icons -> Advanced : Panel :
Effects (any effect) -> Ok -> Apply

Actual Results:  
Nothing happens.

Expected Results:  
All icons in the panel change according to the effect I have set.

But if i go:
Systemsettings -> Application Appearance -> Icons -> Advanced : Desktop :
Effects (any effect) -> Ok -> Apply 
All icons in all applications plus task manager icons change but system tray
icons except bluetooth remain unchanged.
