The tarball for 0.9.8 has the docbooks in all languages included, building this
tarball from sources the action Help (F1) opens the Kdenlive Quick Start Guide
properly.

The package kdenlive-data (0.9.8-1ubuntu2) install the index.docbook file in a
wrong format:
/usr/share/doc/kde/HTML/en/kdenlive/index.docbook.gz

correct format is /usr/share/doc/kde/HTML/en/kdenlive/index.docbook

So this is a packaging bug.

Additionally two more bugs in kdenlive-data (0.9.8-1ubuntu2):
All language docbooks and translations are missing in the package kdenlive-data
(0.9.8-1ubuntu2), but present in the older package kdenlive-data
(0.9.6-5ubuntu1)
