Thanks for the update. This is indeed a CUPS issue.

The KDE print system uses the CUPS drivers and settings. If CUPS itself cannot
print in color, you either use the wrong driver, the driver has a bug, or is
not configured correctly. Please ask in a CUPS user support forum for help.
