Please try with a clean configuration, for example with a freshly created user
account. Neither reinstalling, nor restarting will clean the configuration
files in your home directory.

If windows have no title bar, it is also possible that the window manager
crashed. Please check with Ctrl+Esc if "kwin" is running.
