It semms KDE totally ignores the scalable part of the Icon Theme
Specification(http://standards.freedesktop.org/icon-theme-spec/icon-theme-spec-latest.html)

As in the picture( http://en.zimagez.com/zimage/shot38.php ) from left to right
the tango icon theme index.theme, the example on freedesktop.org, a dolphin
window with the 48px svg icons scaled to 96px and a window how they really look

Reproducible: Always

Steps to Reproduce:
1. download the tango theme
https://packages.debian.org/source/sid/tango-icon-theme
2. install & set
3. open dolphin and set the icon size to more than 48px
