after updating from kubuntu-ppa the newest systemsettings packages,
systemsettings doesnt open anymore. (it ONLY doesnt work in normal (utopic) KDE
workspace (in Project-neon-5 environment and normal project-neon it works
normally)

in both instances the GUI doesnt even show. in favourites system settigns (or
dolphin) doesnt have a icon picture associated with it anymore, just text which
says dolphin or systemsettings from konsole: 
if i try to start it from konsole i get these messages:

No ksycoca database available! Tried running kbuildsycoca5 ?

in this case thesystemsettings GUI window appears but wit the error message
that says: System Settings was unable to find any views, and hence has nothing
to display.

in the systemsettings window no icons are visible and after clicking OK on the
error message window, systemsettings close.

window appears but its empty and visually it doesnt look like a KDE SC 4 window
more like a KF5 window...
