It seems that the file that provides the "Convert To" action is
imageconverter.desktop in konq-plugins/imagerotation in the kde-baseapps
repository (note that most of the actions in the context menu are unrelated to
Dolphin - any applications can add actions to the menu).

I don't know if konq-plugins has a 'product' at bugs.kde.org, and I'm not sure
if the bug is in the desktop file, which tells the host application to execute

convert %f "`echo %f | perl -pe 's/\\.[^.]+$//'`.png"

or somewhere else. I'll reassign to "kde" and hope that someone knows what to
do with this report.
