Please use a browser and open http://localhost:631/

This should get you to the CUPS configuration page, which has links to get log
files at the Administration tab. Please check those logs, and report any errors
that are shown there.

I don't understand this comment. "System Settings > Hardware > Printers" is all
you need since KDE 4.10.
