It might be worth stating for others reading this that Kubuntu has a couple of
issues.
Firstly (like some other distributions, I believe), by default it doesn't load
the kernel module for the PC speaker (aka bell). To get it loaded, it's
necessary to comment out the entry for pcspkr in
/etc/modprobe.d/blacklist.conf.
Secondly, there's some problem with the system bell sometimes not working after
login. I've reported this here:
https://bugs.launchpad.net/ubuntu/+source/kde-runtime/+bug/1254527.
Another KDE setting to check is System Notifications > Manage Notifications >
Player Settings tab > "Use the KDE sound system" radio button. (This is the
default anyway.)
