I did not have this same problem in Kubuntu-12.10-64 bit. I have only had this
problem with Kubuntu 13.04 64 bit.

I downloaded 13.04 because of the 12.10 upgrades crashing several other OS. 
There were 4 files, if I recall correctly.  They were similar to the 4 upgrades
in the new Kubuntu 13.04.

They were similar to these 4 files for Kubuntu-13.04-64 bit Upgrades:
Linux-Headers
Linux-image
Linux-image-extra
Linux-Lbc-Dev       ----     This file may be:   Linux-Lcbc-Dev

Ubuntu-12.10-64 bit or Kubuntu-12.10-64 bit would not even restart after these
upgrades.
I know this is a guessing type of info but I can not remember which did it.

There was also upgrade problems with openSUSE-12.2-kde-64 bit, so I went to the
new 12.3-kde-64 bit.

Kubuntu-13.04-64 bit is the only one, so far, that has caused the Adjust Date
and Time problems.  The "Set Time Automatically" selection has usually been an
option to set in the installation process.
