Strangely, when I select the Asia/Jerusalem timezone, it reverts to UTC.  The
correct TZ is UTC+3.  Spot testing of other time zones shows that they work.  I
don't know what files to attach, if someone can inform me where to look I will
add them.

Reproducible: Always

Steps to Reproduce:
1. Change TZ in "Date and Time" section of systemsettings.
2. Pick Asia/Jerusalem.

Actual Results:  
UTC.  Ie, no time zone info loaded.

Expected Results:  
UTC+3.

Never seen anything like this before.  Other time zones work.  I'm running a
fresh install of Kubuntu 13.04.
