I just had the same issue on Fedora 18 after upgrading from 4.10.3 to 4.10.4.
None of my custom shortcuts worked. The first time I opened the "Gestures &
Shortcuts" configuration it worked and I tried disabling and enabling a
shortcut, but after clicking Apply it locked up, and then I could no longer
access it. Deleting ~/.kde/share/config/ksmserverrc and logging out and in
again fixed my problems, I didn't think to copy its contents though.
