Tooltips appear not immediately; and disappear in several seconds, instead of
staing for all the time while mouse is above the object

Reproducible: Always

Steps to Reproduce:
1.hover your cursor over an object
2.whait
3.whait
4.still whait
5.just whait
6.when you've finaly got your toolptip start reading this long messa
7.go to 1



Just make that with options, so everyone could chouse the show/hide delay
