I strongly believe this is distribution packaging related.

Many distributions separate the list of application (.desktop) files from the
actual desktop-workspace packages, so applications can be used with multiple
workspaces, without installing the complete desktop environment.

If you believe this is a KDE bug, more information is needed, for example,
where the application .desktop files are installed and where KDE is installed.
