Kubuntu 12.10 beta 1
Kde 4.9.1

I have checked the mentioned bug by
1. changing the font in the font settings dialog from oxygen to droid sans 
2. Changed the wallpaper 
3. restarted the system
4. Checked the font in the font settings dialog, the droid sans font remains
set.

Hence I can confirm that this problem is not in kubuntu 12.10 beta 1 with kde
4.9.1
