I did a bit more research. It appears that changing the keymap via
setxkbmap si
results in this change and when you switch back to "us", it does not go away. I
was testing by switching back and forth and thus did not notice the problem.

The same call does not affect fluxbox.

I don't have the KDE's own keyboard layout settings enabled (no layouts added),
so in principle there should be no clash with xorg's settings.
